Fantasy Film is a coloured resin that is available in a large number of colours.  Loops in various shapes and sizes are created using fine wire and then dipped in the resin.  It is essential that the entire loop is dipped below the surface of the resin.  All going well, the resin forms a thin layer across the loop, very similar to when you dip a loop into a soap solution prior to blowing soap bubbles.  The resin is then left to dry.  Once a group of petals, leaves etc have been created, they can be twisted together to make flowers, or a bunch of flowers.
